Biographical Info

The NRWIB’s history dates back to 1962 when the first substantial federal training programs in the postwar period was enacted, Manpower Development Training Act (MDTA).

Starting with MDTA, there have been four main federal workforce development programs. MDTA became the Comprehensive Employment and Training Act (CETA), enacted in 1973, which then became the Job Training Partnership Act (JTPA).

Major changes were implemented under JTPA, which provided classroom and on-the-job training to low-income and dislocated workers, included service delivery at the level of 640 “service delivery areas,” federal funding allocation first to state governors and then to Private Industry Councils in each of the service delivery areas (unlike CETA, which provided allocations directly to prime sponsors), prohibition of the public service employment component, and a new emphasis on targeted job training and reemployment. JTPA eventually transformed into the Workforce Investment Act of 1998 (WIA), which has become what we now know as the Workforce Innovation & Opportunity Act.

Throughout all of these iterations, our mission has remained the same. We are business-led, we are business focused, and we aim to create the workforce employers need while offering opportunities for our area jobseekers.
